Empty potion bottles can be purchased from cylia, sebi and some other merchants.

Empty bottle can be found throughout the game(especially inside rooms, taverns etc). It doesn't require any level in crafting.
This small mod allows you to craft all dyes using easy-to-find items(empty potion bottles and empty bottles).
